Abstract

This is a qualitative case study on the communication actions of the Portuguese state expressed in initiatives of Instituto Nacional de Saúde Doutor Ricardo Jorge (INSA, Portuguese Ministry of Health) in response to the COVID-19 pandemic (from 2020 to 2022). Its exploratory research employed documentary analysis and semi-structured interviews indicates how communication practices carried out in the context of infodemic and disinfodemic addressed this scientific institution with other public instances and the civil society and advanced public communication of science guided toward dialogue and the strengthening of citizenship.
