Abstract

This paper outlines the situation of deregulation of the electric power industry in Japan. The partial electric energy market will be opened in 2000. Under the pressure to reduce the transmission cost, electric power companies are seeking a way to balance the cost with reliability. Though the current planning criteria of a transmission system are based on a deterministic method, there is a new trend to apply the probabilistic method experimentally for the verification of long-term soundness of investment and reliability. The new method of applying a concept of system margin to the conventional planning approach is also presented.
