Demonstrating Normative Power Europe: Principles, Actions, and Impacts of EU Human Rights Promotion in North Korea

Abstract

북한문제는 세계정치에 있어서 가장 어려운 수수께끼로 여겨지며, 국제사회의 많은 행위자들이 한반도의 긴장완화를 위해 많은 노력을 기울여왔지만 북한과의 협상은 풀기 큰 도전이다. 본 논문은 이러한 다양한 국제사회의 행위자들의 노력의 범주 안 에서, EU의 국제정치의 고유한 역량인 규범적 권력에 주목한다. 구체적으로, 본 논문은 EU의 인권증진사례들에 초점을 맞추 고, EU의 규범적 권력을 평가하였다. Manners가 제시한 규범적 권력의 3요소 (원칙(principles), 조치(actions) 그리고 영향력(impacts))를 바탕으로 EU의 규범적 권력을 살펴보았다. 이번 연구는 EU의 규범적 권력을 바탕으로 하는 역 할론 의 장애요소가 존재한다고 지적한다. 그리고 규범적 권력이 실현되기 위해서는 군사력이나 경제력 같은 전제조건을 가지고 있다고 또한 지적한다. 따라서 EU는 국제정치사회의 위상을 확립하는 데 있어 중대한 도전을 받고 있음을 의미한다. 이러한 도전을 극복하기 위해서는 EU가 자신이 영향력을 정확하고 면밀하게 재평가 하여야 하며, 국제 정치에서 보여 왔던 약점 을 보완할만한 구체적이며 효과적인 전략을 도출해야 한다. 이러한 점을 보완한다면, EU가 가지고 있는 규범적 권력은 분명 북한상황을 개선해 줄 수있는 명확한 지렛대 역할을 할 것이다.North Korea has always been the biggest challenge in global politics. Although many international actors wanted to mitigate the tension in the Korean peninsula, North Korea does not seem to come to the negotiation table. Among the range of global actors’ efforts, this study specifically pays specific attention to the EU’s unique role based on its normative power. Specifically, this study assesses the Union’s normative power by focusing on its human right promotion efforts. The assessment model is based on Manner’s three core elements: principles, actions, and impacts. In the end, this study points out that there are some certain obstacles for the EU to become an active and visible actor in this issue. Also, normative power itself has prerequisites such as military or economic power. The Union has been challenged in terms of establishing its global reputation or standing. In order to overcome such problem, the EU should properly re-assess what it can do and what it can improve the current situation in global politics. Also, the EU should draw concrete and effective strategies to overcome its current weakness. Ultimately, the Union’s enhanced normative power can work as a kind of helpful leverage vis-à-vis North Korea.
