Abstract
Demographic policy refers to the activity of the [Communist] party and the [Soviet] state that is directed toward controlling the development of population, creating optimally favorable conditions for its reproduction, and regulating spontaneous and organized population migration. Demographic policy also embraces such processes as the birth and death rates, the protection of mothers and children, the betterment of women's working and living conditions, marriage and divorce, the migration and distribution patterns of the population, the strengthening of public health, and education and upbringing in the family setting.
