Abstract

Public administration reform is one of the most important issues in public administration. Public administration reform which has important position in also public administration is actually public policy. It is emerging as a public policy itself shows in the concrete in development plans. So, it is possible that reform can be traced through development plans. The thesis of this study is that reform is always an important goal in public administration and this aim that it is continuous constitutes an important place in the development plans. This emphasis has especially reached peak on the on the seventh five-year development plan and it has been the most important document of reform efforts in the 2000s. In other words, almost all adopted policies in the seventh five-year development plan for the restructuring of public administration in the 2000s did not come to mind for the first time; however it has implementation chance during this period.
