Abstract
The planning system in England has recently undergone revision. At the same time local planning authorities are being required to implement new government initiatives, reviews and recently enacted EU legislation. All these changes are bringing in new ways of working for local authorities and sending the English planning system into a period of flux. Drawing on recent research the authors consider whether there is the capacity in terms of skills within local planning authorities in England for them to deliver the outcomes required by these changes.
