Abstract

The article is devoted to the analysis of limitations and deficits within the framework of the administrative implementation of sustainable development policy at the municipal level (using the examples of municipalities of the Perm Krai - Nytva urban district and Krasnokamsk urban district). The key research methods are sociological survey techniques: expert interviews, interviews with representatives of municipal authorities and the municipal public. The results of the study partially confirmed the main theoretical hypotheses. Deficits of human and material resources are among the key factors limiting the implementation of sustainable development policy in the municipalities under study. A number of additional factors of administrative, financial, and legal nature are also significant limitations. Rigid vertical administrative policy has an indirect effect, and the hypothesis in this regard was only partially confirmed.
