Abstract
The structural and functional performances of bridges affect their safety, mobility, and life span. The concepts of structural deficiency and functional obsolescence of bridges are essential engineering and management considerations with public and economic implications. This article discusses management aspects of deficient bridges. National bridge inventory database with conditional data and mobility measures were studied to compile practical data for more dependable decision-making. A forecast was developed to predict the number of structurally deficient and functionally obsolete bridges in the future. To reach a systematic conceptualization of deficiency, areas of bridges were also discussed as compared to the count of bridges. The resulting study is practical for transportation agencies, officials, and researchers. The presented result supports better bridge management practices by better planned policies, financial resources, and strategies.
