Abstract

Across Europe defence costs are being cut and industry is restructuring at a rapid pace. Defence producers have to consider at least the trends in defence planning and force posture, the evolution of public expenditure and of military expenditure, military techology development and the prospects for successful exports. However, six years after the end of the Cold War it is not unreasonable to ask governments to clarify their thinking on the issue of security and defence policy.
