Abstract

ABSTRACT In the midst of the Deepwater Horizon response, having Incident Action Plans (IAPs) from the Incident Command Post (ICP) in Houma was insufficient for the Plaquemines Branch to work from. The solution was to develop Branch Level Incident Action Plans– called (BAPs) for short. The BAP allowed the Plaquemines Branch to more accurately define what assets were being utilized at the three sub-branches and 17 Divisions within the Branch and gave the ICP and Unified Area Command a better picture of what was really going on at the Branch level. The BAP became the model for all the Branches under ICP Houma. This paper will discuss how the BAPs were developed, the issues related to how to staff the Branch to develop them, how the BAP was utilized related to the response effort on Deepwater Horizon, and how this improved the overall response effort.
