Abstract

The article deals with various aspects of decision-making in public administration in Japan. State bodies at all levels of government make decisions of both strategic and operational nature. The Japanese model of public administration in Japan differs significantly from public administration systems in other countries. National specificity predetermined the emergence of original forms and methods of public administration, characterized by a low degree of formalization, flexibility and a predominant focus on people rather than organizational structures. In addition, the formal uncertainty of management procedures, a kind of traditional culture leads to the amorphousness and complexity of the organizational mechanism, the fuzzy legal status of managers and managed, making the management process closer to art than to science.
