Abstract
Congress, the Administration, and members of a national commission are worried that some foreign students studying in the United States may be using their education as a cover for terrorism, leading to a proposal to watch them more closely. But officials from universities already participating in a pilot electronic recordkeeping system for the Immigration and Naturalization Service feel that the new proposal goes too far. They say the terrorist threat is overstated and that the increased surveillance could turn into an administrative nightmare that could harm U.S. institutions.
