Abstract

The regional integrated energy system (RIES) is a rapidly developing technology due to the increasing energy requirement and serious environmental deterioration. Multiple energies are coupled in the RIES so that the energy efficiency can be improved. This paper proposes a bi-level strategic low-carbon operating model for the RIES. The upper-level model is the operating model of the RIES, in which an optimal low-carbon economic operating model for the RIES is established to minimize the total operating cost. The lower-level model is the electricity market-clearing model, whose objective is the maximization of the whole social welfare. Then, the proposed bi-level model is transferred into a mathematical problem with equilibrium constraint (MPEC) by Karush-Kuhn-Tucher (KKT) conditions and the strong duality theory. Numerical results indicate this strategic operating model can facilitate carbon emissions decreasing.
