Abstract

The expansion of personal information and data resources use is raising the need for many countries to respond. Moreover, the expansion of technologies and new technologies developed based on data resources is causing responses through legislation in each country. Through this process, the government and domestic actors share the burden of protecting data resources, which is implemented through the security governance structure. The United States and China are developing different security governance structures for personal data and data resources. In the United States, the burden of protecting personal data is shared primarily between the government and data processors. In China, the burden of protection of personal information and data resources is shared mainly between the government, data controllers, and individuals.
