Abstract

In the ecosphere of connected driving huge sets of data are produced in connected cars, which can be used by many service providers. In the EU a very controversial policy discussion has emerged between the vehicle manufacturers, who try to get exclusive control of these data via their “extended vehicle” concept, and many other independent service providers who challenge such a “privileged position” of the vehicle manufacturers and demand regulatory solutions for ensuring “access to in-vehicle data and resources” for protecting fair and undistorted competition. The presentation analyzes this problem from an economic perspective, identifies potential market failures in regard to competition, information and privacy problems, and technological decisions, and discusses regulatory options in regard to data rights, competition law, and sector-specific solutions.
