Abstract

The following essay deals with the actual concept and historical development of basic public services of general interest to the local community in order to provide goods and services necessary for human life. Stock and range of public services of general interest lack a precise legal definition. In European law, which does not include a specific legal basis for services of general interest, the term “services of general (economic) interest” is used instead. The services of water supply and sewage disposal, as services of general economic interest, differ insofar substantially from those of other areas of general interest, as they depend on the use of the natural water cycle and thus have to comply with the requirements of European water and environmental protection legislation.
