Abstract

This paper looks at police corruption around Daniel Morgan's Murder. Daniel Morgan was a private investigator who was murdered in 1987. He was about to expose police corruption and his murder(s) have never been caught. Despite six police investigations, no successful prosecutions have occurred. The police have admitted that corruption affected initial investigation. In 2013 UK government undertook a public inquiry into police handing of investigations into his death and set up Daniel Morgan Independent Panel. Based on same methodology of Hillsborough Inquiry, DMIP is examining evidence associated with case. One of their terms of reference is to look at the role played by police corruption in protecting those responsible for murder from being brought to justice and failure to confront that corruption.The paper explores this topic and suggests that police corruption must be understood on three interrelated levels, individual, organisation, and regime.
