Abstract
The purpose of this study is to analyze the effect of government spending - for building infrastructures, education and health - on economic growth and Indonesian community welfare that reside along the borderline during the period of 2007 to 2014. The data used in this research is panel data. Applying estimation model of Ordinary Least Square (OLS), this research indicates that government expenditures for infrastructures and education created significant effect oneconomic growth while the expenditure for healthcare did not significantly affect the economic growth. However, in the case of people welfare, government spending on infrastructure and economic growth showed a significant effect on it, butthe government spending for education and healthcare had insignificant impact on human development index.

Sejak diberlakukan sistem demokrasi dalam pemilihan kepala pemerintahan di Indonesia dengan cara “one man one vote” sangat berpengaruh terhadap pola alokasi anggaran. Penelitian Haryanto (2012) menunjukkan bahwa pengeluaran pemerintah untuk belanja tidak langsung dan belanja langsung secara bersama-sama berpengaruh signifikan terhadap pertumbuhan ekonomi. Hasil penelitian yang dilakukan oleh Haryanto (2012) melihat Pengaruh Pengeluaran Pemerintah Terhadap Pertumbuhan Ekonomi Kabupaten/ Kota di Provinsi Jawa Tengah Tahun 2007-2011, hasil dari penelitian ini menunjukkan bahwa koefisien positif dari belanja tidak langsung adalah 0.291399 yang berarti jika belanja tidak langsung naik 1 % maka pertumbuhan ekonomi naik 0.291399%. Penelitian Wibowo (2014) menunjukkan bahwa berdasarkan hasil estimasi, pengeluaran pemerintah sektor pertanian, pendidikan, dan kesehatan berpengaruh signifikan negatif terhadap tingkat kemiskinan. Hasil penelitian Astri, Nikensari & Kuncara (2013) menunjukkan bahwa terdapat pengaruh pengeluaran pemerintah daerah pada sektor pendidikan dan kesehatan terhadap Indeks Pembangunan Manusia. Adapun tujuan yang ingin dicapai dalam penelitian ini adalah: (1) Untuk menganalisis pengaruh pengeluaran pemerintah bidang infrastruktur, bidang pendidikan, dan bidang kesehatan terhadap pertumbuhan ekonomi di kabupaten perbatasan Kalbar; (2) untuk menganalisis pengaruh pengeluaran pemerintah bidang infrastruktur, bidang pendidikan, bidang kesehatan, serta pertumbuhan ekonomi terhadap indeks pembangunan manusia di kabupaten perbatasan Kalbar
