Abstract

The corporate press came to view the First Amend ment as a two-edged sword. The provision that "Congress shall make no law " leaves the newspaper free from government control and allows it to pursue its own perception of social responsibility unchallenged by all. But it also insists that "Congress shall make a lot of laws" to foster its privileged status.
