Abstract

Cybercrimes (in which ICT devices are both the tool and the target) are a menace worldwide, wherever a connection enables internet-based services. An international problem, cyber criminals use tactics and tools that exploit international differences in the capacity and authority of nation states and companies to effectively respond. A single attack can inflict global damage within hours. A successful cyber attack has to succeed only once to be effective, while cyber defence has to get it right all of the time. This paper presents a brief summary of definitions in this rapidly evolving field and the status of national laws and international agreements to combat cybercrime, as at early 2017.
