Abstract

This chapter provides an overview of the Customs Cooperation Council (CCC). The CCC, with headquarters in Brussels, is a specialized intergovernmental organization for the study of customs questions. From limited European origins, the CCC has developed into an international organization of worldwide scope and influence. A first step toward the foundation of the CCC was made by the Committee for European Economic Cooperation. A study group was set up on September 12, 1947, in Brussels with the task of initiating preparations toward the establishment of one or more customs unions in Europe. The CCC is not merely the executive machinery required for the interpretation and application of the two specialized Conventions. It is also an organization with a more general responsibility to secure the highest degree of harmony and uniformity in the members' customs systems and especially to study the problems inherent in the development and improvement of customs technique and customs legislation in connection therewith. The delegates to the Council are representatives of the contracting parties to the Council Convention; they are mainly the heads of national customs administrations.
