Abstract

This paper presents a Customer Damage Function for the Ghana Power System to determine the Value of Lost Load (VoLL) and its impact on Power System Planning and Reliability. Python Software is used to model the Ghana power system. An indirect analytical approach is used in determining the Customer Damage Function and VoLL. Simulation results show that the VoLL for the years 2016, 2017 and 2018 is almost US$3,552 billion, US$2,808 billion and US$1,376 billion respectively. This is equivalent to 6%, 5% and 2% of Ghana’s annual GDP for each year. It was also observed that the higher the power outages and retail price of electricity, the higher the VoLL and vice versa. The residential sector had the highest power consumption in the energy share with a growth of nearly 15%. The industrial sector was affected most by power outages since it was highly energy dependent.
