Current View of Layering and Dynamics of Democratic Citizenship Education from the Perspective of Complexity Education

Abstract

민주시민교육 정책과 교육과정이 실시된 지 짧게는 10년, 길게는 30년이 흘렀다. 1992년 제6차 교육과정에서는 사회과를 필두로 민주시민이라는 용어가 교육과정에 등장했고, 2012년 경기도교육청에서는 관련 정책이 최초로 추진되었다. 추진 예정인 2022 개정 교육과정에서는 민주시민교육의 전면화를 예고하고 있다. 하지만 지금까지의 민주시민교육이 역동성을 갖지 못하다는 지적이 있다. 이 연구에서는 복잡성교육학 관점에서 이 문제를 시론 차원에서 검토해보고자 한다. 복잡성교육학은 자연과학과 사회과학이 합쳐진 융합형 철학으로, 민주시민교육에 대한 입체적인 관점과 대안을 제공한다. 복잡성교육학 관점에서 본 현재의 민주시민교육에 대한 위상은 학문에서는 모더니즘, 진화에서는 적응, 체계에서는 단순, 학습에서는 정보, 창발성에서는 자각, 체화에서는 지식 단계에 놓여있다. 교육부와 경기도교육청의 민주시민교육 정책과 2015, 2022 개정 교육과정에서 살펴본 중층성의 문제는 민주시민교육이 특정 대상에의 과잉 집중, 정책과 사업의 분산, 법과 제도의 미비, 현장 미착근이라는 난제가 있었다. 역동성의 문제는 주체의 충분한 확보, 지향점에 대한 상향 조정이 요구되었다.The educational curriculum policies for democratic citizenship in Korea has been carried out for nearly 30 years. In 2012, the Gyeonggi Provincial Office of Education promoted democratic citizenship for the first time in its curriculum. The office of education plans to fully implement democratic citizenship education under the new 2022 revised curriculum. However, it has been pointed out that the current curriculum is dynamically lacking. This study intends to examine it through a new perspective, complexity education. Complexity education is a type of convergence philosophy that provides a new and alternative perspective that combines the natural and social sciences. In the perspective of complexity education, the current status of democratic citizenship education entails modernism in study, adaptation in evolution, systematic simplicity, informational learning, emerging awareness, and embodying dimension in knowledge. After reviewing the current policies and curriculum in the layering issue, there were serious problems in terms of excessive concentration on subjects, the dispersion of policy and business, the inadequecy of laws and systems, and absence in the field. In addition, the dynamics issue can be resolved through securing more subjects, and requring the increase of the aims.
