Abstract

The urgent necessity of restructuring education has promoted to a priority problem the task of developing self-government as an essential direction in the overall process of the democratization of technicum life, the most important and effective means of fostering the professional and civic development of the personality of the future specialist. A new turn in the development of self-government has come about due to a complicated and at times critical situation in the present stage of the democratization of the secondary specialized school. Both specific and general difficulties have arisen that are characteristic of all types of educational institutions. We will cite several of them.
