Abstract

For many observers the Federal Republic of Germany has up to now been the most conservative country in Europe with respect to telecommunications policy. On 16 September 1987, however, the Regi erungskommissionFernmeldewesen (also named Commission', after its chairman Eberhard Witte) submitted a report containing liberalisation proposals for German telecommunications. This report has become the basis of draft legislation which has been prepared by the Ministry of Post and Telecommuni cations to be submitted to the federal cabinet after consultation with the other ministries involved in telecommunications policy. The present paper deals largely with the recommendations of the Witte Com mission against an analytical background of the current regulatory problems which are common to all countries and against the background of the institutional status quo in Germany.
