Abstract

Ethnic conflicts, actual and potential, on the territory of the former USSR threaten the existence of peoples and are generating dangerous destructive processes. The breakdown of integrative factors that were formed during the Soviet period of our country's history have brought ancient ethnic bonds to the fore. Studies show that most social subjects have lost their identification with former structures, except for ethnic ones, which have, moreover, taken on exaggerated importance in society.1 Society, confronted with attempts to divide territory and various resources fairly, must restructure the system of administration and control.
