Abstract
When I was first elected to the City Council in 1992, the City of Irvine, California had completed its second year of Sister City affiliation with Tsukuba, Japan and Hermosillo, Mexico. The program had just gotten off the ground and I saw tremendous potential to restructure this effort as a means to expand our local economy while at the same time bridging gaps in the growing ethnic diversity within the community. Without question, we were facing an expanding global neighborhood as we approached the 21st century and cities needed to do everything in their power to take advantage of the economic and cultural opportunities that were on the horizon
