Abstract

Debate in the United States on ratification of the Comprehensive Nuclear Test Ban Treaty (CTBT) has taken a step forward after a scientific study concluded that international nuclear monitoring had advanced significantly in the past ten years. The report, from the influential US National Academy of Sciences (NAS), also cast doubt upon claims from the treaty's detractors that Washington's nuclear stockpile could only be maintained safely and securely if it continued to carry out test explosions.
