Abstract

Since the first concession for the Shajiao B power plant was awarded in the early 1980s, the number of BOT-type infrastructure projects in the People9s Republic of China has increased significantly. However, the road to a successful BOT project in China is not smooth. The process is complex, time-consuming, and expensive. This article reports the findings of a survey on the critical success factors (CSFs) for tendering BOT projects in China and their criticality. The study shows that to prepare a superior proposal, developers first must assemble a strong team and have a cost-effective solution for an appropriate project. To achieve a competitive edge in the tendering process, promoters must offer a financial package that differentiates them from other bidders and incorporates distinctive winning elements.
