Abstract

This chapter addresses the concept of critical Internet resources (CIR) along with its sister concern, Regional Internet Registries (RIR), and further continues the debate with Originally Developed Internet institutions (ODii), outlining the Internet technical communities that play a major role in Internet governance issues. Subsequently, it focuses on several complex issues: the Pros and cons of ODii, public policy issues of Internet governance that affect CIR, and technological issues such as DNS security, IPv4, and IPv6. The chapter explores the efforts, attempts, and approaches of the Internet Corporation for Assigned Names and Numbers (ICANN) in resolving the problems posed by the management of transnational governments in the area of critical Internet resources.
