Abstract

To achieve the goals of a welfare state, the Government of India has many plans and policies which are intended to develop and uplift the status of every person-rich and poor- in every aspect. In this respect, the role of education is very vital as it is an effective tool to change society and to root-out the social evils with the result being the progress, welfare and benefit of the whole community. For this purpose, the Government of India started mid-day meal (MDM) which was intended not only to encourage the poor, downtrodden, disadvantaged and vulnerable children to attend school regularly but also to retain them in schools with the facility of providing nutritional support to children. As it is known that the hungry and malnourished child cannot attend and continue in school, ensuring the availability of food in schools by the State was very much relevant and necessary to do justice for the future of the nation. In this paper, an attempt has been made to discuss the provisions of MDM, in theory and practice from the legal aspect, and brings forth some sensible suggestions to strengthen the system.
