Abstract
The present paper dealt with crime index and safety scales of the major countries of the world where we could see the different type of penal policies. If some country believes in man-made law with more democratic type of Government, whereas some have been following the God made laws and some believe in Communist type ruling over their citizen. Whether it autocracy, dictatorship or democratic type Government, the ultimate aim is to protect and promote the natural rights of human being. Whatever kind of Government we have but its ultimate prime aim is to maintain law and social order in the society as per the social contract between its Government and citizens. Live and let live is the main policy behind any Government. The certification of good governance has always been depended upon the way the general public is feeling that how far they feel safety of their self along with their movable and immovable property.In view of this the present paper is tried to understand the success of the penal polices adopted in the containment of crimes six major countries of the world like India, China, Russia, Saudi Arabia, United Kingdom and United States.
