tal organizations (NGOs) which gave the funds to their member clients as grants. This effort has proved not to be self-sustaining, so NGOs are turning to loans for income-generating activities. Also donors are turning to government organizations to administer loan funds, especially for resource poor rural and urban women. Funds have been allocated for Tanzanian women through both types of organizations. This article summarizes Tanzanian experience, especially with government administration of funding.
