Abstract

This chapter presents a case study of an outer ring road project in Surat, India. Like the Ahmadabad project, the goal in Surat is to supply infrastructure and create developable real estate in the outskirts of a rapidly growing metropolitan city. Surat will utilize the techniques of land pooling (LP) and land readjustment (LR) to create space for the outer ring road’s right of way (ROW) and other infrastructure. The chapter presents opportunities for planning professionals who face the challenge of supplying infrastructure and addressing transportation deficiencies in financially constrained and rapidly growing cities, especially those in developing countries. It looks at a case of a ring road built via innovative land management techniques of LP and LR in carving the ROW of a major ring road without appropriation of private lands by acquisition. The city of Surat is located 200 kilometers north of Mumbai in the state of Gujarat. Surat is an important center of economic activities.
