COVID-19.rf: Information Against Pandemics: Project Goals and Results

The work reports implementation of the “COVID-19.rf: information against the pandemic” project.Since 2020, dozens of projects have been implemented to create collections of national COVID-19 publications and populate national COVID-repository platforms.The Russian project “COVID-19.rf: information against the pandemic” is among them. The following tasks were realized during the development of the COVID-19.rf repository: the program software to create and populate the project platform; automated data exchange with previously created Russian platforms; monitoring global citation indexes: Web of Science, Scopus, Dimensions and the Lens and automatic population of the created platform: possibility for access and downloading the project data via API under the OAI PMH protocol; project advancement and user training; indexing of the project content on the international integrator platforms: CORE, OpenAire: COVID-19 Open Research Gateway and Google Academy.As a result, algorithms and technical implementation of automatically replenishing of repositories within the legal framework of publishers’ license have been developed.By the beginning of 2022, metadata about 7380 Russian COVID publications were uploaded to the project platform, 3923 articles being in full text. These indicators put the Russian project on a par with the largest national projects such as of the Great Britain, Spain and Brazil.

On the relationship between Russia's national development goals and budgetary spending – The attainability of the goals during the COVID-19 pandemic

Subject. The article discusses target indicators of national development goals of Russia, governmental programs, national projects, and priorities of budgetary finance during the COVID-19 pandemic. Objectives. The study traces a correlation between national development goals of Russia and national projects as structural constituents of governmental programs. The article also investigates opportunities for attaining the national goals during the coronavirus crisis. Methods. The study relies upon systems and institutional approaches. I also resorted to the analysis, synthesis, comparison. Results. Target indicators of national goals and national projects were found to have no logic relationship in some cases, with quantitative indices being neglected or contradictory at all, thus making it difficult to evaluate the efficiency of budgetary spending. I detected considerable structural shifts in expenditures of the federal budget from 2020, since financial resources should be optimized due to growing budgetary restrictions. Conclusions and Relevance. The efficiency of budgetary spending can be adequately evaluated only if there is a firm logic correlation and quantitative consistency between target indicators of the national development goals of Russia and those of national projects as part of the Russian governmental programs, which serve as a financial vehicle of the national goals. The findings can be used by those involved into the budgetary process throughout all levels when planning budgetary expenditures.

PROJECT SUCCESS AND INDIVIDUAL ENTREPRENEURIAL ORIENTATION OF PROJECT MANAGERS: RUSSIAN CONTEXT

Projects implemented in conditions of high uncertainty are sometimes called entrepreneurial projects. Success in such projects is more difficult to achieve. To successfully manage entrepreneurial projects, project managers should have entrepreneurial skills. The article explores two issues related to project success, entrepreneurial characteristics, and project uncertainty. First, the article tries to find out whether the increase in the entrepreneurial nature of the project, manifested in the increase in project goals and methods uncertainty, is accompanied by a decrease in project success. Second question is – does the entrepreneurial orientation of project managers affect project success and the relationship between the projects’ success and their entrepreneurial features. To answer these questions, data were collected from Russian project managers assessing the entrepreneurial nature of projects, project success and the individual entrepreneurial orientation of project-managers. The collected data were examined using factor and regression analysis. The findings indicate that there is a negative relationship between the entrepreneurial nature and such indicators of project success as internal efficiency, preparation for the future, and results for clients. Some indicators of success were positively associated with such indicators of entrepreneurial orientation as proactivity and risk taking. As uncertainty increased, some measures of individual entrepreneurial orientation of project managers can positively compensate negative impact on project success from uncertainty associated with projects’ entrepreneurial nature.

National projects have become a tool for state strategic planning of the Republic of Kazakhstan since 2021. They are associated with the transition from previously used state programs to the format of fairly concise national projects, in which the goals, financing and responsible persons would be clear to all citizens. National projects were supposed to replace state programs. The revision, allocation of new projects and cancellation of the projects of the first list, which occurred later, showed the presence of errors both in project planning and in the implementation of activities, and in achieving the set goals. The purpose of the study is to identify the risks and problems associated with the achievement of the set goals both in the already canceled national projects of the first list and in the national projects of the Republic of Kazakhstan that are currently in effect. It will be important to identify the shortcomings of the initially developed and adopted system, taking into account the actual achievement of the goals set in the national projects, taking into account the possible achievement of those goals that are in the current national projects. The scientific significance of the article lies in the systematization of the theory of goal-setting in state strategic planning. The practical significance of the article lies in identifying errors and developing recommendations for the formation of goals and related indicators in the system of state strategic planning

Main trends in providing medical personnel to the state healthcare system of the Russian Federation

The purpose of this study is to analyze trends in the provision of medical personnel to the state health care system during the implementation of state programs and national projects in the field of health care. Materials and methods. Statistical collections of the Ministry of Health of Russia for 2012–2023, regulatory legal acts, passport of national project. Methods of descriptive statistics and analytical were used. Results. A reduction in indicators of the supply of doctors, paramedical personnel and the ratio of doctor/nursing medical personnel and a discrepancy between their target values established in state programs and national projects for the development of healthcare was revealed. Differences in the values of target indicators of state programs and national projects have been identified. Conclusion. The need to take urgent measures to eliminate the reduction in the supply of medical personnel has been identified. Differences in the dynamics of staffing indicators indicate the heterogeneity of the level of development of regions and their preparedness for events within the framework of state programs and national projects to achieve target indicators. Measures are needed to eliminate territorial imbalances, as well as to search for mechanisms to equalize differences between the constituent entities of the Russian Federation. Differences in the values of indicators for achieving the goals of state programs and national projects complicate their assessment and determine the need to form a hierarchy of state programs and national projects, as well as the development of scientifically based target indicators, taking into account regional characteristics and the needs of the population for medical care.

Subject. The article investigates approaches to labor productivity within the national project "Labor Productivity and Support to Employment". Objectives. Our aim is to identify the most efficient approaches to shaping a strategy to implement the national project "Labor Productivity and Support to Employment". Methods. The hypothesis of the study rests on the assumption that high level of labor productivity in the country (region) is determined by a set of measures at the State and regional levels, as well as at the level of enterprises and organizations. Meanwhile, at the State and regional level, certain conditions for labor productivity growth should be provided, and at the enterprise and organization level, it is important to develop and implement measures to create highly efficient production and effectively use various resources, including labor. Results. We performed an analysis and developed recommendations aimed at adjusting the national project "Labor Productivity and Support to Employment" to improve its feasibility and efficiency of implementation. Conclusions. To improve the effectiveness of national projects implementation, it is crucial to have an integrated and consistent strategy. The local nature of setting goals in individual projects prevents from achieving the synergistic effect, which is required for meeting the ambitious objectives and enhancing the efficiency of budgetary funds utilization. The problem of productivity growth cannot be solved in isolation from the problems of industries’ development and through creation of modern technological value chains.

Analysis of the processes of strategic management of state programs and national projects

This study is devoted to the analysis of individual processes of strategic management of state programs and national projects. The paper presents the key differences between traditional and strategic management, describes the evolution of domestic experience in the application of the project approach in strategic management. In addition, the study examines the place of state programs in achieving the goals of national projects. The author concluded that state programs ensure the relationship between strategic and budgetary planning, being a key element in the framework of a program-targeted approach to management. The study also describes imbalances in the field of strategic management of state programs or national projects and suggests measures to minimize them.

Nation-building mechanisms and correlation of identities: regional dimension (experience of the republics of Mari El and Mordovia, 2013–2019)

Introduction. Nation-building is a long-term historical process that covers many areas, directions and levels. The complex composition of the Russian population and the federative structure actualize its regional dimension. The specifics and dynamics of this dimension are shown on the example of the Republics of Mari El and Mordovia, and their peoples who participated in the formation of the Russian State for centuries. The main tasks touch upon the characterization of regulatory options for the correlation of identities, content and vectors of discursive practices of national authorities, coupling mechanisms of nation-building from the perspective of identity politics to relate to the experience of both republics. Materials and Methods. The main sources were official documents of the Republic of Mari El and the Republic of Mordovia, materials that form the content of Republican Internet portals. The research was based on system, dialectical and institutional approaches, modernist constructivism and instrumentalism. The key methods are historical and diachronic, as well as multi-level and comparative analysis, and document study. Results and Discussion. The paper revealed constants and dominants of the experience of the republics of Mari El and Mordovia in the context of nation-building and identity politics. It defined dynamic changes in the period 2013–2019 and their correlation with the previous development of the Republics as Soviet autonomies and national-state entities within the Russian Federation. It emphasizes the main internal points for the specified period that demonstrate the adjustment of reference points in the ratio of identities. Conclusion. The experience of the Republics of Mari El and Mordovia in the studied perspective is evaluated as positive, but it testifies the maintenance of continuing limitations of the institutional plan both for the positioning of regional elites and for promoting effective mechanisms of nation-building at the regional level. The evolution of their practices is associated with a decrease in the value of ethnic capital as a political tool, reduction / elimination of attributes of post-Soviet strategies for sovereignization, and constructive activation of ethno-cultural organizations in Russian national projects.

Philosophical-political comprehension of Eurasia in the context of the Russian project of civilizational development

This article attempts to “objectify” and conceptualize the concept of “Eurasia”, determine its ontological characteristics as the sociopolitical space of development of the Russian civilizational project, as well as delineates the contours of this space within the framework of a project-constructive methodological orientation. The author refers to the history of formation of holistic representations on Eurasia within the scientific thought, giving special attention to the contribution of geopoliticians, and emphasizing the implementation of theoretical provisions in real politics. The empirical basis relies on the two megaprojects that are implemented in practice: the Silk Road Economic Belt initiated by China and the Eurasian Economic Union (which includes Armenia, Belarus, Kyrgyzstan, Kazakhstan, and Russia), as well as the “Greater Eurasia” as a potential way of their interlink and development of the space for cross-civilizational dialogue on the continent. The main conclusions are as follows: 1) Eurasia is determined both as the goal of the Russian project of civilizational development and as the space it can be realized within. At the same time, the space for the development of Russia-Eurasia is described as the natural environment of the Russian civilizational project, the space of the “primary circle”. Special role is played by the creation and development of the Eurasian Economic Union, which unites the countries that have faced the escalation of nationalist sentiment after the dissolution of the Soviet Union; 2) The “Greater Eurasia” is designated as the “secondary circle” of the Russian civilizational project, a space for continental cooperation, determines by new political reality.  3) Certain zones of civilizational confrontation and contradictions on the continent have been identified. The author believes that the need for conceptualization of the concept at hand lies in the significant sociopolitical formative potential.

The article is devoted to the study of the information support for national projects under the context of social risks. The author applies to the results of research conducted in 2020 by the researchers from the Financial University under the Government of the Russian Federation. The article claims that the competent information component is extremely urgent for the formation of a positive image of the future among the population, and such an image is the main socio-political goal of national projects. The author notes the importance of the communicative feedback channels between population and the institutions that implement the national projects, and emphasizes that the lack of the adequate information policy jeopardizes the Russia’s political system to an increased risk of fluctuations.

Significance. Prototyping is a tool to develop a draft (early) project paradigm, with the aim of testing and evaluating effectiveness of its use and analyzing technical characteristics prior to implementation. For the first time ever, the authors have attempted to substantiate the need for a prototype in a medical organization implementing projects, with a choice of the prototyping detail level, focused on efficient use of the healthcare system resources in future, patient needs, lean approach to the time budget as the main value by choosing the optimal logistics of the processes under implementation. The object of the study is prototyping processes of different degree of detail, depending on the subjects - participants in the implementation of the federal projects, implementers at the regional level, and patients. The purpose of the study is to create an absolute minimum in a medical organization (prototype) that implements projects, as a tool to test functionality of the stages prior to their actual implementation (development) and subsequent evaluation. To achieve this goal, an attempt has been made to substantiate application of prototyping processes at different levels of implementation of the strategic goals set by national projects in terms of the following characteristics: speed, cost, feedback and realism. Material and methods. The research material included publications by Russian and foreign scientists related to prototyping in various fields of activity. For the first time ever, this technique was proposed to be used in healthcare. To substantiate the need to use prototyping processes in implementing national projects, the method of systemic and structural-functional analysis was used. Results. As a result, the authors have formulated practical recommendations that will help reduce risks and optimize costs associated with project implementation, using potential capabilities of the prototype, depending on the level of its detail as well as receive feedback from potential project stakeholders. Conclusion. Prototyping is a new management tool in healthcare and can become an effective reserve for achieving the goals of the national project “Healthcare”. A highly detailed prototype is much similar to the project final result; therefore, service consumes interacting with the prototype, will receive as realistic practical experience as possible.

Under the influence of foreign policy, economic and socio-demographic factors, the Russian labor market has undergone a shock transformation and has changed qualitatively in a few years. The modern labor market is characterized by an acute shortage of personnel, industry imbalance and spatial heterogeneity. It seems that foreign policy factors have a medium-term horizon of influence due to the rapid adaptation of the labor market to functioning in the regime of economic sanctions; economic factors are approaching the exhaustion of their influence in the short term, since high rates of growth of the country’s national wealth are not expected; socio-demographic factors of the labor market, on the contrary, will influence in the short, medium and long term. It is necessary to improve the efficiency of the national labor market in the context of a decrease in the labor force potential. The National Project “Personnel” is aimed at these goals, planned for implementation in 2025–2030. The article presents the goals of federal projects to improve the efficiency of the labor market, which make up the national project. A general description of the goals, implementation mechanisms and expected results of each of them is given. It is shown that the implementation of the federal project “Education for the Labor Market” is aimed at creating a system for training personnel for priority sectors of the economy based on the forecast of demand. The federal project “Labor Market Management” will promote the development of mechanisms and tools for effective involvement in employment by creating 298 career centers at universities for the employment of graduates of both secondary and higher education. The federal project “Active Measures to Promote Employment” plans to create an effective system for training, retraining and advanced training of personnel for priority sectors of the economy based on the forecast of demand for them. At the same time, a separate project is aimed at increasing the prestige of blue-collar jobs, which will contribute to the formation of sustainable employment in the field of professional labor. Thus, by 2030, the Russian labor market will become more predictable and more efficient.

Journalism jobs decreased significantly in the last decade and so have training opportunities for students, including Black college students. This essay explores the national student journalism project Black on Campus, a partnership with a national magazine and a university research center, that aimed to offer Black college students an opportunity to gain journalism training and be published by a national publication. This essay details how the program filled a gap in journalism training and education for Black students and documented the experiences of Black students during high racial polarization in the nation and on college campuses.

The subject of the study is the tax tools used to facilitate the implementation of the tasks of national projects. The purpose of the work is to assess the stimulating effects of personal income tax in the context of the implementation of national projects. The article considers national projects that are part of the "Human Capital" block and are of a social nature. The potential opportunities have been identified and the real results of using the stimulating effects of personal income tax to help achieve the targets of the national projects "Healthcare", "Education" and "Demography" have been revealed. The conclusion is made about ensuring greater efficiency in achieving the targets of national projects of direct budgetary mechanisms against indirect tax instruments. At the same time, it is determined that tax instruments that entail less burden on the budget system can also contribute to achieving the goals set. It is concluded that, despite the opportunities available in the personal income tax system due to the provision of social and standard tax deductions for children, they are not fully implemented and do not contribute to achieving the goals of national projects. It is necessary to improve the procedure for personal income tax taxation both in terms of bringing the amount of tax deductions provided in line with the real cost of treatment and education services, and in terms of indexing the amounts of standard deductions for children with a focus on their provision to the least well-off segments of the population, which is achieved by simultaneously increasing the amount of deductions provided and limiting the amount of annual income that allows you to qualify for receiving such deductions.
