Abstract

To prepare for the 21st century and the demands that immigration, demographics, and technology will place upon state judicial systems, strategic planning efforts in several of the states have commenced “to better provide effective, fair and responsive justice to all Americans” (Dator and Rodgers, 1991: V). Nearly two-thirds of the states have embarked on a process of long-range planning for the improvement of the judicial systems over the next 30 years (Dahlin, 1993: 7A). Six state reports, Illinois, Maine, Massachusetts, Michigan, Utah, and Virginia, will be reviewed. California ’s report is being drafted. (References to California are based on 2020 Vision, the symposium papers delivered in December of 1992.) A summary of common issues in the six state reports and California’s summary of papers, along with an analysis of key reform suggestions within a context of the public interest, will be discussed.
