Abstract

The US District Court for the Western District of Wisconsin, on October 6, ruled that the law providing for the ministers' rental allowance (IRC § 107(2)) violates the Establishment Clause of the US Constitution because it does not have any secular purpose or effect and a reasonable observer would view the statute as an endorsement of religion (Gaylor v. Mnuchin).
