Abstract

Already facing a federal lawsuit over its institutionalization practices for residents with serious mental illness, Alameda County, California, officials last month received sharp criticism from the U.S. Department of Justice along similar lines. The Justice Department's findings raise numerous possibilities, including that it could join the existing lawsuit or that an out‐of‐court settlement of the case could become more likely.
