Abstract

Russia abroad is a phenomenon that existed during the interwar period of the twentieth century. The article views it as a quasi-state or a “state beyond borders”. The Russian overseas diplomatic corps preserved from the before the Bolshevik times has played a great role in formation of the organizational and legal foundations of this phenomenon. Its initiator was M. N. Girs, the Elder of the Corps and Ambassador to Italy. The article exposes documents that represent the step-by-step development of organizational basis of “Russkoe Zarubezhye” and the formalization of the refugees legal status. The article shows the role of the diplomatic corps in the creation and activities of the “state beyond borders”.
