Abstract

ABSTRACTThis study attempts to develop strategies to minimize the negative cost impacts associated with selecting and awarding second source contracts. A number of factors are presented that may impact costs when second sources are used. Eight methods for determining sizes of prime and second source competitive award splits are reviewed. The analysis also includes an historical and economic overview. Economic market conditions are reviewed and applied to second sourcing. Finally, conclusions are formulated about minimizing costs, countering economic market conditions, and contractor gaming.
