Abstract
Based on modular thinking, this research breaks down the event status and government response into units of smaller size, and makes analysis and tracking of the units of event status and government response, trying to establish a meta-model of government response plan in specific contexts. This research takes Wenchuan earthquake for example, and collects related news online from both XINHUANET and SINANET. According to the unit system of event status and government response, this research extracts the appropriate keywords with correlation analysis method, and studies the relationship between Wenchuan earthquake event status evolution and government response through time series analysis based on word frequency and correlation analysis in order to provide guidelines for the government's future unconventional emergency decision-making.
