Abstract
Since the mid-nineteenth century, in the face of the cholera epidemics that devastated Europe, the health authorities of the affected countries identified the need to generate mechanisms that “ensure the maximum security against the international spread of diseases with a minimum interference with world traffic.” In November 1924, during the VII Pan American Sanitary Conference held in Havana, Cuba, the governments of 21 American republics signed and ratified the Pan American Sanitary Code to achieve the aforementioned goal, supported by the cooperation of governments, which encouraged the exchange of information, and strengthened public health actions and the adoption of measures used at entry points.
