Abstract

Real time balancing energy market not only provides the last resort of energy transactions among the market participants, it also balances system generations and loads to maintain power system reliability. In the real time balancing energy market, ERCOT uses portfolio-based deployment to clear zonal transmission congestion as well as to balance the system, while uses resource-specific instruction to clear local transmission congestion. This article describes an approach to coordinate the resource-specific instructions and portfolio energy deployments in an independent system operator (ISO) where portfolio energy scheduling and portfolio energy deployments are supported in real time market. This approach effectively resolves some major ISO operational challenges while having the market participants to maintain the flexibility of portfolio scheduling and deployments in real time market. The concepts proposed in this article are currently implemented in ERCOT real time balancing energy market.
