Coordinating Tall Building Development

Abstract

A key issue in tall building development is how far decision-makers should or could move beyond the traditional view of a building as a final product in its own right. Massive structures such as the World Trade Center in New York City significantly affect the surrounding environment in a variety of ways. How to coordinate the public sector with the private sector through advanced planning of public needs requires more attention than has heretofore been the case. A case study of the planning and development of the World Trade Center provides useful insights and methods which could be emulated elsewhere. Particularly pertinent is the strategy of negotiating trade-offs between public and private decision-makers.
