Abstract

How has the United Nations responded to Russia’s war on Ukraine? This article analyzes how Security Council members have maintained a minimal level of cooperation on crisis situations like Afghanistan despite their rifts over Ukraine. It also shows how non-Western countries have offered Kyiv an unexpected level of support in the UN General Assembly, and how the Secretary-General has carved out a role as a diplomatic broker with Russia during the war.
