Abstract

Intermunicipal cooperation and multilevel governance are inseparable concepts in current European Union (EU) policy. However, these concepts have been maintained in different theoretical bodies. In this context, this paperreviews these concepts, aiming toidentifythe factors that explain the instruments of intermunicipal cooperation in the EU, and how its governance capacity can be problematized in a multilevel logic. The text concludes by warning about the Europeanization ofthese instruments, a factor that the literature has left in the background.
