Abstract
In this paper, we analyze observation of space objects on medium and high Earth orbit (HEO satellites). Radar stations are an important means of monitoring artificial satellites, along with optical means. Radar monitoring of HEO satellites is difficult due to limited energy and time resources of radars. Effective radar monitoring of HEO satellites is possible using long-term multi-scanning signal integration methods. The task of controlling radar monitoring is formulated in general terms. When solving the problem of monitoring control, it is necessary to organize probing and receiving radar signals, i.e. to determine the criteria, choose a rational monitoring algorithm, and determine the frequency and duration of sightings of HEO satellites. We propose a variant of rational distribution of radar monitoring time resource for radar surveillance of HEO satellites. The proposed variant enables to organize the observation of a set of HEO satellites and simultaneously solve tasks of space scanning and target tracking by radar.
