Abstract

A greater use of pipelines conveying dangerous substances is developed in the EU. European Council and Parliament examine the possibility to include pipelines in legislation dealing with major-accident hazards. The Commission studies have shown a large variation in the degree to which Member States cover the essential controls. The most important elements to be harmonised at Community level are requirements and agreed performance measures for monitoring the Safety Management Systems in accordance with the principles of “Seveso II” Directive. Areas to be covered include hazard identification, risk analysis, prevention measures, emergency planning and requirements for design, construction, operation, maintenance, inspection and prevention of third-party interference. Pipeline Integrity Management Systems used in industry include pro-active and reactive performance indicators.
