Abstract
China has made great efforts to deploy distributed solar photovoltaics. However, concerns have arisen regarding the implementation of associated policies, where some low-income consumers fell into debt after installing solar photovoltaics panels on their rooftops. To understand how and why this dilemma occurs, this study investigates 101 court decisions addressing disputes related to rooftop solar photovoltaics projects. It argues that unfavorable interpretations against consumer's interests, manipulative practices by solar installation companies following specific bank loans, and a piecemeal planning approach are significant attributes. As a result, this study proposes recommendations for further advancing residential solar photovoltaics from the aspects of loan review procedures, the legal framework construction, and the planning approach.
