Abstract
KEPCO as Korea public utility has established about 100 digital substations based IEC 61850 since 2013 through a multi-vendor based system with 4-6 manufacturing devices selected from 30 registered manufacturers in KEPCO. It was initially believed that there would be no problem with compatibility even though using multi vendor’s electronic devices, that was why everyone follows IEC 61850 standards. but from the first substation, there have been large and small problems in data and service communication under digital network, these result from each different interpretation of data and communication messages and difference of manufacturer solution in the event of a network trouble occurrence except for device failures. Therefore, for the stable operation of digital substation, it is necessary to verify interoperability among these devices in advance. This paper presents the test-bed to be able to check interoperability before applying digital substations.
